This year, Barra unveiled plans to spend $35 billion to build a fleet of more than 30 electric and autonomous vehicles by 2025 and, in an announcement that jolted the industry, vowed that GM would go all electric by 2035. But the company has hit several roadblocks in the past year, including chip shortage-induced manufacturing lags and a recall of Chevrolet Bolt EVs that could cost it up to $1.8 billion.
