Circle is the publicly traded issuer behind the second-largest stablecoin called USDC. The New York-based company was cofounded in 2013 by Sean Neville and current CEO Jeremy Allaire. Circle created USDC with crypto exchange Coinbase as part of the Centre Consortium in 2018.
Circle raised more than $1 billion after listing publicly in June 2025—a month before landmark stablecoin legislation passed in the U.S. in July. The total value of all USDC circulating in the market is roughly $76 billion, giving Circle roughly a quarter of the $320 billion stablecoin market. In 2026, the company raised $222 million in a token presale to launch its Arc blockchain, focused on tokenized finance and AI-agent payments.
