Incorporated in 1995 as a Russian state-owned enterprise, Rosneft Oil Company is involved in oil sale and production, as well as petroleum refinery and retail. It is the largest oil producer in the country, with a roughly 40% share, and claims to have the largest reserves of any public oil and gas company. Still majority-owned by the Russian government, Moscow-headquartered Rosneft experienced disruption during the 2022 invasion of Ukraine due to Western sanctions, but its 2023 revenues were still higher than in 2021 in ruble terms. Through predominantly an oil company, Rosneft has grown the share of gas production in its portfolio to 25%, a figure it intends to increase.
