Braintree, a Chicago-based payment platform for online and mobile commerce, has raised $35 million in Series B funding. New Enterprise Associates led the round, and was joined by return backer Accel Partners. Braintree has now raised a total of $70 million in VC funding. www.braintreepayments.com

Parchment Inc., a Scottsdale, Ariz.-based credentials data company for the education market, has raised $23.5 million in fourth-round funding, according to a regulatory filing. Jeff Sine, a partner with The Raine Group, also has joined the company’s board of directors. Past backers have included Salmon River Capital,  Novak Biddle Venture Partners and Michael Chasen (Blackboard CEO).www.parchment.com

TextPlus
, a Marina Del Rey, Calif.-based provider of free mobile communications services, has raised $18 million in new fourth-round funding. The Raine Group led the round, and was joined by return backers Kleiner Perkins Caufield Byers, Matrix Partners and GRP Partners. The company previously raised around $28 million. www.textplus.com

ScaleBase, a Newton, Mass.-based provider of data traffic management solutions, has raised $10.5 million in Series B funding. Bain Capital Ventures and Ascent Venture Partners were joined by return backer Cedar Fund. www.scalebase.com

Cibiem Inc.
, a New York-based developer of a catheter-based treatment for sympathetic nervous system-mediated diseases, has raised $10 million in Series A funding co-led by SV Life Sciences and Third Rock Ventures. www.cibiem.com

Splice Machine Inc.
, a San Francisco-based developer of an SQL-compliant database for big data applications, has raised $4 million in Series A funding from Mohr Davidow Ventures.www.splicemachine.com

AdRise
, a San Francisco-based provider of connected TV advertising services, has raised $2 million in VC funding led by Foundation Capital. www.adrise.com

BuzzMob, a new crowd engagement app, has raised $2 million in VC funding from Craig Cogut(managing partner of Pegasus Capital Advisors). www.buzzmob.com

ByteLight, a Cambridge, Mass.-based provider of LED-based indoor positioning technology, has raised $1.25 million in VC funding led by VantagePoint Capital Partners. www.bytelight.com
