Thinking Phone Networks, a Cambridge, Mass.–based provider of enterprise cloud communications services, has raised $16.5 million in new VC funding co-led by Advanced Technology Ventures and Bessemer Venture Partners. www.thinkingphones.com

ThredUp, a San Francisco-based online kids clothing exchange, has raised $14.5 million in Series C funding. Highland Capital Partners led the round, and was joined by return backers Trinity Ventures and Redpoint Ventures. The company previously raised nearly $9 million. www.thredup.com

Gravity
, a Santa Monica, Calif.-based digital content personalization platform, has raised $10.6 million in new VC funding. GRP Partners led the round, and was joined by return backers Redpoint Ventures and August Capital. www.gravity.com

Betterment, a New York-based investment platform for personal savings, has raised $10 million in new VC funding. Menlo Ventures led the round, and was joined by Bessemer Venture Partners and Anthemis Group. www.betterment.com

Jelli, a San Mateo, Calif.-based social radio platform, has raised $9 million in Series B funding. Intel Capital and Relay Ventures co-led the round, and were joined by Roger Ames (ex-chairman EMI Music) and return backer First Round Capital. www.jelli.com

Genesis Media, a New York-based video ad tech startup, has raised $3 million in Series A funding from Black Ocean and SamStella. www.genesismedia.com

NGData, a San Francisco-based provider of consumer intelligence solutions, has raised $2.5 million in first-round funding. Backers include ING, Sniper Investments and Plug and Play Ventures. www.ngdata.com

CallApp
, a crowd-sourced universal social contact-book, has raised over $1 million in seed funding from Giza Venture Capital and Moshe Lichtman (ex-Microsoft). www.callapp.com

Libboo
, a Boston-based online platform that connects readers who are active on social media with new books, has raised $1.1 million in seed funding. MassVentures led the round, and was joined by individual angels like Dharmesh Shah (HubSpot founder). www.libboo.com

QVIVO Ltd., a Hong Kong-based provider of a cloud-based platform for organizing personal media, has raised $1 million in VC funding from groups that include SingTel Innov8. www.qvivo.com
