PhaseBio Pharmaceuticals Inc., Astute Medical Inc., a San Diego-based developer of biomarker-based medical diagnostics, has raised $40.4 million in Series C funding. MPM Capital led the round, and was joined by Kaiser Permanente Ventures and return backers De Novo Ventures, Delphi Ventures, Domain Associates and Johnson & Johnson Development Corp. The company previously raised around $46 million. www.astutemedical.com

Shoutlet, a Madison, Wis.-based self-serve social marketing platform, has raised $15 million in Series C funding from FTV Capital. www.shoutlet.com

Unified, a provider of enterprise marketing technology for brands and agencies, has raised $14 million in new venture capital and debt financing. Advance Publications (owner of Condé Nast Publications) provided the equity, while the debt came from Silicon Valley Bank. www.unifiedsocial.com

Magnetic, a New York-based in search retargeting, has raised $10 million in Series B funding. Edison Ventures led the round, and was joined by IA Capital Partners, NYC Seed, NYC Investment Fund, Jonathan Kraft, Neu Venture Capital and Charles River Ventures. www.magnetic.com

Mobile Travel Technologies Ltd., an Ireland-based mobile platform and products provider for the travel industry, has raised $5 million in VC funding from DFJ Esprit. www.mttnow.com

ProTip SA, a French maker of permanent larynx implants, has raised $4.7 million in Series C funding.Seventure led the round, and was joined by return backers Fonds Lorrain des Materiaux, the Berchet family-office and Alsace Amorcage. www.protipmedical.com

Tango Card, a Seattle-based provider of digital integration solutions for gift card and loyalty programs, has raised $1.8 million in additional Series A funding from groups like Innovation Endeavors andWestern Technology Investment. www.tangocard.com

Ringadoc, a San Francisco-based provider of on-demand virtual medical visits via phone or computer, has raised $750,000 in seed funding led by Founders Fund. Other participants included Curious Minds and Ryan Howard (CEO of Practice Fusion). www.ringadoc.com

Maeglin Software, a Paris-based developer of mobile apps, has raised an undisclosed amount of new VC funding from groups like CDC Innovation. www.maeglin.com

Surf Air, a Santa Monica, Calif.-based all-you-can-fly membership-based airline, has raised an undisclosed amount of VC funding. Backers include Anthem Venture Partners, New Enterprise Associates, Siemer Venturess, Baroda Ventures, TriplePoint Capital and individual angels.www.surfair.com
