Aquiline Capital Partners has acquired a majority stake in BI-SAM Technologies, a Paris–based provider of data management, performance, attribution and reporting solutions for the asset management market. No financial terms were disclosed. It is unclear is existing BI-SAM investors – including Alven Capital Partners, Galileo Partners and Picardie Investissement – will retain minority positions. www.bi-sam.com

Brightwell Payments Inc.
, an Atlanta-based provider of prepaid solutions for corporations and consumers, has acquired Directo Inc., an Atlanta-based provider of pay-card programs. No financial terms were disclosed. Brightwell is a portfolio company of Navigation Capital Partners. www.brightwellpayments.com

Caivis Acquisition Corp., a private equity group founded in 2007 by David Steinberg and John Sculley, has acquired the email, data, warehouse and technology units of Zeta Interactive Corp., a digital marketing agency backed by Investcorp Technology Partners. No financial terms were disclosed. www.zetainteractive.com

China Auto Rental Holdings Inc., the largest car rental company in China, has raised $200 million in minority equity funding from Warburg Pincus. The moves comes two months after the company withdrew IPO registration. It had planned to trade on the NYSE. www.zuche.com

Emergency Communications Network, a portfolio company of The Riverside Company, has acquired CityWatch, a Bloomington, Minn.-based provider of emergency and informational notification services for government clients. No financial terms were disclosed. The seller was Avtex, a subsidiary of Pohlad Companies. www.riversidecompany.com

Investcorp has agreed to acquire Archway Marketing Services Inc., a Rogers, Minn.-based provider of marketing logistics and fulfilment services in North America, for approximately $300 million. Sellers include Black Canyon Capital and Tailwind Capital. www.investcorp.com

TPG Capital has acquired Chinese packaging company HCP Holdings Inc. for approximately $600 million, according to Basis Point. www.tpg.com

The Wicks Group of Companies has acquired Northstar Travel Media, a Secaucus, N.J.–based B2B information company for the travel and meeting industries, from BV Investment Partners. No financial terms were disclosed. www.northstartravelmedia.com
