DC Devices, a Cambridge, Mass.-based developer of medical devices for treating congestive heart failure, has raised $9 million in new VC funding. Lumira Capital led the round, and was joined by return backers Third Rock Ventures and General Catalyst.

OpenX Software Ltd.
, a Los Angeles-based provider of digital and mobile advertising revenue products and services, has expanded its Series E round to $25 million, according to a regulatory filing. In January the company announced that it had raised $22.5 million in a round led by Samsung Venture Investment Corp. Other participants included Accel Partners, Index Ventures, SAP Ventures, Mitsui & Co. Global Investment and Presidio Ventures.

Troop ID, an online platform for digitally verifying military credentials to brands and government agencies in order to claim discounts and benefits, has raised $2.1 million in seed funding from angel investors like David Tisch and Mark McLaughlin, according to TechCrunch.
