The China Development Bank (CDB) is a “policy bank,” an instrument of the government; the bank’s chairman, Hu Huaibang, is a cabinet-level government minister. With assets estimated at $1.7 trillion, CDB is responsible for financing high-priority infrastructure projects: It largely financed China’s huge Three Gorges Dam project and Shanghai’s international airport, and it’s playing a major role in funding the improvement of China’s urban “shanty towns.” CDB is a key player in China’s projection of “soft power” abroad, funding projects in Africa and Latin America. China’s ruling State Council has taken steps this year to tighten its control over CDB and other policy banks, and it is widely expected to redirect the focus of their financing efforts more tightly on infrastructure and away from commercially oriented projects.
