Braintree, a Chicago-based payment platform for online and mobile commerce, has raised $35 million in Series B funding. New Enterprise Associates led the round, and was joined by return backer Accel Partners. Braintree has now raised a total of $70 million in VC funding. www.braintreepayments.com

Parchment Inc., a Scottsdale, Ariz.-based credentials data company for the education market, has raised $23.5 million in fourth-round funding, according to a regulatory filing. Jeff Sine, a partner with The Raine Group, also has joined the company’s board of directors. Past backers have included Salmon River Capital,  Novak Biddle Venture Partners and Michael Chasen (Blackboard CEO).www.parchment.com

, a Marina Del Rey, Calif.-based provider of free mobile communications services, has raised $18 million in new fourth-round funding. The Raine Group led the round, and was joined by return backers Kleiner Perkins Caufield Byers, Matrix Partners and GRP Partners. ScaleBase, a Newton, Mass.-based provider of data traffic management solutions, has raised $10.5 million in Series B funding. Bain Capital Ventures and Ascent Venture Partners were joined by return backer Cedar Fund. www.scalebase.com
