Thomas H. Lee Partners has agreed to acquire a majority stake in party supplies retailer Party City Holdings Inc., via a $2.69 billion recapitalization. Existing Party City shareholders Advent International, Berkshire Partners and Weston Presidio will continue to hold minority stakes in the company.

Arsenal Capital Partners has acquired Vigilant Safety Group, operator of an institutional review board (IRB) that ensures the rights and welfare of research study participants, from DFW Capital Partners. No financial terms were disclosed. www.cgirb.com

has sponsored a recapitalization of Infogix Inc., a Naperville, Ill.–based developer of enterprise data integrity software. No financial terms were disclosed. www.infogix.com

TrustHouse Services Group, a food services business owned by Gryphon Investors, has acquired Valley Services Inc., a Jackson, Miss.-based food services company with a focus on the education and healthcare sectors.
