Uber, a San Francisco-based personal transportation company that lets users order cars via mobile phones, has raised $32 million in Series B funding. Menlo VenturesGoldman Sachs and Bezos Expeditions were joined by return backers Benchmark Capital and Lowercase Capital. www.uber.com

Twilio, a San Francisco-based cloud communications company, has raised $17 million in Series C funding from return backers Bessemer Venture Partners and Union Square Ventureswww.twilio.com

Cooking.com Inc., a Marina del Rey, Calif.-based ecommerce company focused on the cooking space, has secured $13.5 million in new growth equity and subordinated debt financing. BIA Digital Partnersled the transaction, and was joined by existing backer Azure Capital Partners. www.cooking.com

DreamBox Learing
, a Bellevue, Wash.-based online learning company, has raised $11 million in VC funding. Reed Hastings led the deal via the Charter School Growth Fund, and was joined by John Doerr, GSV Capital and return backer Deborah Quazzo.

Framehawk Inc.
, a San Francisco-based developer of mobile business applications, has raised $11 million in Series B funding. Backers include Matrix Partners, Alsop Louie Partners, Correlation Ventures and Triangle Peak Partners. www.framehawk.com

Flow, a New York-based data exchange startup launched by serial entrepreneur Eric Alterman, has raised $3 million in Series A funding. Backers include BH Ventures, Birnberg Group, Cloud Capital Partners and Kappa East. www.flow.net
