Inkling, a San Francisco-based creator of digital textbooks, has raised $16 million in Series C funding.Sequoia Growth Fund led the round, and was joined by return backers Sequoia Capital (VC fund),  Felicis Ventures, Tenaya Capital, JAFCO Technology Partners. Inkling also signed strategic partnerships with Pearson and Elsevier. www.inkling.com

Xamarin, a San Francisco-based cross-platform development platform for native apps, has raised $16 million in Series B funding. Lead Edge Capital led the round, and was joined by return backers Charles River Ventures, Ignition Partners and Floodgate Fund. www.xamarin.com

On-Ramp Wireless, a San Diego-based developer of M2M technology, has raised $15 million in new VC funding. Canadian energy company Enbridge led the round, and was joined by return backers Third Wave Ventures and Energy Technology Ventures. www.onrampwireless.com
