Fast Retailing Co. (Tokyo: 9983) has agreed to acquire an 80.1% stake in J Brand, a Los Angeles-based maker of denim apparel products, for $290 million. Sellers include Star Avenue Capital and J Brand management.

Allianz is considering a €2.25 billion takeover bid for German public sector insurer Provinzial Nordwest, according to the FT.

 (Nasdaq: BELFA) has agreed to acquire the Transpower magentics business of TE Connectivity (NYSE: TEL) for approximately $22.4 million in cash.

Carlisle Company Inc.
 (NYSE: CSL) has agreed to acquire Thermax-Raydex, a maker of hook-up, data and coaxial wires and cables, from Belden Inc. (NYSE: BDC) for a total enterprise value of $270

Cisco Systems (Nasdaq: CSCO) has agreed to acquire Cariden Technologies Inc., a Sunnyvale, Calif.-based provider of network planning, design and traffic management solutions for telecom service providers. The deal is valued at approximately $141 million in cash and retention-based

RBS announced that it plans to wind down its Indian retail and commercial banking operations, after a planned sale to HSBC fell through.

HealthTap, a Palo Alto, Calif.-based interactive health network, has agreed to acquire the health business of expert-only Q&A forum Avvo Inc. for an undisclosed amount. HealthTap has raised $11.5 million in VC funding from Mayfield Fund, Mohr Davidow Ventures and Eric Schmidt’s Innovation Endeavors. Avvo backers include Benchmark Capital, DAG Ventures and Ignition, a UK-based online provider of short-term cash advance, is in talks to acquire On Deck Capital, an Arlington, Va.-based provider of small business loans, according to Bloomberg. The deal would be valued south of $250 million. Wonga has raised around $145 million in VC funding from Balderton Capital, Accel Partners, Greylock Partners, Dawn Capital, Oak Investment Partners, Meritech Capital Partners and Wellcome Trust. On Deck has raised over $50 million in VC funding from RRE Ventures, First Round Capital, Khosla Ventures, Contour Venture Partners, SAP Ventures and Village Ventures.
