Fixmo Inc., a  provider of infrastructure management solutions for mobile devices, has raised $23 million in Series C funding. Paladin Capital Group led the round, and was joined by Horizons Ventures, Kleiner Perkins Caufield & Byers and return backers Rho Ventures Canada, iNovia Capital and Extreme Venture Partners.

SNS Plus, a gaming company focused on the Asian market, has raised $12.5 million in VC funding co-led by Matrix Partners and WI Harper
Cytoo SA, a French developer of cell-based assays, has raised $10 million in Series C funding. Sham and Entrepreneurs Fund led the round, and was joined by return backer Auriga Partners.

Sweetie High Inc., a Los Angeles-based developer of a “girl-powered World of Warcraft for pop-culture fans,” has raised $4.5 million in VC funding from investors like PIMCO managing director Bill Powers, according to VentureWire. The company is expected to launch tomorrow.
